"Is there a law in Singapore terminating all construction work by 6 p.m?" emailed a harassed Caucasian expatriate who swore he would never live next to a construction site no matter how cheap the rent would be.

Advices to first-time Expatriates
and Buyers of Investment Properties.

Choose units where the living room and bedrooms do not face the construction site or vacant piece of land.

According to the Environmental Public Health Act, the noise level at construction sites should not exceed 75 decibels (dBA) from 7 a.m to 7 p.m

and should not exceed 65 dBA from 7 p.m. to 7 a.m.

Offenders can be fined up to $2,000 for breaching the rules and a further fine of $100 for every day the offence continues after conviction. The authorities can order construction work to be suspended if finds it causing a serious public health problem.

An normal conversation would be 45 to 50 dBA while a pneumatic drill making holes in the road can be as loud as 100 dBA.

Advices to first-time Agents.  

Prospective Tenants seldom take units opposite or next to a construction site.  There will be exceptions to the rule, as when the location is so great that the prospect does not mind some construction noises.  Some expats think that construction will stop after office hours and may take a unit which is much cheaper due to the disadvantage of being near the construction site.
